Relax some internal ids required formats

It now allows any form of id when it’s local (starting with "?").

Fix coordinate element

The previous version was missing some required information.

Validate wdef:label and wdef:description language

Since we cannot override xml:lang definition, the attribute has been renamed to interface-lang (in wdef namespace).
Valid values have been exported from Wikidata today and will require maintenance.
This is a non-backward compatible change.
